The rapid development of modern cities, requiring urban management transition from traditional extensiveness to refinement. As important managed objects in urban management,city’s parts play an important role in meticulous urban management.Traditional management method is that supervisors identify problems,input problems into digital devices. The shortcoming of this method is complication of operation and error-prone. In addition to these shortcomings, it can not automatically collect information of city’s parts and can not achieve real-time accident alarm. To solve these problems, this paper presents a solution based on RFID,GIS and other technology. At the same time, related technology research is done. In combination with GIS and database technology, using digital map to achieve attribute data and spatial data unified storage and management,as well as query on the map,statistics of city’s parts and real-time alerts of events. Meanwhile, in order to quickly reach the accident scene,the target system provides function of shortest path analysis. The paper describes the process of research and implementation of city’s parts management system from perspective of software engineering,including requirement analysis,database design etc. Dependent on Java development language,SuperMap Objects Java,which is an component-based GIS platform and the advantages of SQL Server 2000,target system is constructed. The system provides map view,display and other conventional GIS functions as well as the function of basic information browsing,query and visualization of city’s parts. Besides, the system can response to parts’emergencies timely and analyze the shortest path from current position to destination which reduces the unnecessary waste of time.Target system has been applied in real life. And it achieves the objective of simple,efficient parts management and real-time incident response.
