In recent years, IOT applications have been emerging in various fields, which show us an amazing and promising application potentiality for their special properties. However, the standards of current application not unified, the compatibility and scalability between different things systems is poor. Those shortcomings and non-standard applications are greatly limited the degree of popularity and the internet of the IOT.With the tremendous growth of modern communication technology, especially the development and maturity of 3G technology, the development of Internet of Things will also usher in a high-speed development period. Telecom operators have complete network infrastructure and extensive network coverage, and rich methods of transmission and access, these features make it can carry a lot of IOT business. The application of different things in different areas of the terminal can access to the communications backbone, which can be achieved remote data collection. In general, IOT business based on communications network is able to provide a variety of communication modes include things to things, things to man, man to man.This paper analyzes how to use the the use the capability of wireless access and wireless bandwidth and QoS of the third generation mobile communication system, which help to develop a unified system of IOT. Then this paper proposes an optimization scheme for a specific IOT system, the main achievement and contents are as follows:1. The structure of IOT and the demand on network of every level are studied in detail. The IOT system ard classified according to the typical application and the type of business;2. The current communications network can provide access, business carrying, security, quality of service, this paper proposes a standard IOT system that based on VPDN. VPDN is a high-speed packet data network and wireless data network platform, which can interconnected the customize terminal and the information processing center, than help to build a unified standard IOT system. Data collection terminal and RFID can communicate with business processing center real-time with the VPDN platform. In addition, the security on the VPDN support remote terminal authentication and certificate authentication, only in a legitimate terminal or internal network users can access to the network, which help to eliminate the illegal intrusion and malicious attacks.3. This paper proposes a algorithms which based on application-layer congestion control. Manage and Control system is a typical application of IOT, the system has some characteristics such as sudden, emergency. And this system will still produce large amounts of network traffic even the system is in normal working condition, which resulting in a tremendous waste of bandwidth resources. The algorithm consists of three main modules and some auxiliary function modules. The mina modules include the module of main control center selection module, the algorithm starts, the network prediction. The basic thought of this algorithm is to move the pre-sentence alarm to the site, and then test the current network state, based on the current network state to decide whether to send data. This algorithm can help to save bandwidth over 50% on average, and to ensure meet the system demand on sudden on probability.
