This paper firstly presents the scale of e-commerce and the safety problems it may encounters inthe process of development, analyzes systematically the chief techniques of e-commerce safety and pointout that encryption techniques, digital certificates, authentication technology, SET protocol and SSLprotocol should be applied as technical assurance for information transaction safety. It is also put forward inthis paper that, in practical use, combines the rapid and easy DES with the convenient and safe keymanagement. This will quicken encryption, decryption, as well as secure data safety. Advices given in thispaper are that: explore new safety protocols for which PKI serving as its basic frame, and with which blendthe advantages of SET protocol and SSL protocol；apply the third party payment platform to solve safetyproblems in online payment; government should encourage and help corporations speed up researchingtechnology of digital security, and independently explore and develop products owning intellectualproperty.With regard to management strategy, this paper think of methods like enhance the sense ofnetwork security, establish safe e-commerce management system, set up information security managementsystem, perfect e-commerce credit mechanism, improve firm’s prestige, and improve legal systems. It putforward specific measures to secure the safety of e-commerce, that is, considering the cultural background,people’s behavior and business environment, energetically carry out publicity and education measures andstrengthen e-commerce safety consciousness; apply real-name register and credit system to both thee-commerce operation businesses and traders; using for reference from the legislative experience of thewest and according to objective demand of development in our country, properly amend the existingrelative laws, make new laws and legislations of e-commerce, and protect e-commerce from legal aspect;set up special supervision institutions, strengthen supervision, and establish favorable operation mode; set aregulation violation blacklist, which may warm those who have records of bad behaviors; introduceinforming system, increase the right to know of e-commerce participants. Improve the logistics and expressdistribution system, the ultimate guarantor of the safety and integrity of goods delivered, the reale-commerce transactions is fully discharged.By comprehensive, systematic and scientific analysis, this paper firstly discussescomprehensively safety e-commerce on the technical level, thoroughly studies its security mechanism andpresents effective measures to prevent e-commerce risks. With regard to the present basic mode of e-commerce development and potential safety hazard, a complete and proper solution is formed by using acomprehensive safety management thought. A safe and reliable e-commerce operation mode is establishedfrom the aspect of security techniques and safety mechanism.
