Along with the development of national economics, activities in business are getting more and more frequent, profession on payment and settlement has made a great progress nowadays.As a professional journal, payment and settlement has got an ascendant influence in this profession. With the increasing on quantity of manuscript recently, receiving repeated manuscript submission by e-mail has hampered regular work of editors, and it happens from time to time. Meanwhile, the work on statistics became more complicated than before. With the primary mail system, the efficiency of editors has got impact, since they had to waste lots of time on these inconvenient work, such as pick out the same manuscripts, register the information, distribute manuscripts manually, make out the statistics. As a result, they also have difficulties smoothly in the next program.The subject come from the actual development project of the informatization project in 2009 of China National Clear Center(following abbreviated as CNCC), it’s an actual project of China payment system development center (following abbreviated as development center).In order to meet the situation on journal’s need, and to improve editors’ productivity, to make the management of daily work on editing normalization, CNCC decided to develop an editing informatization system (Working platform for Payment and Settlement, WPPS). It is made up with two parts, one side, the business requirement is submitted by the editorial team of payment and settlement, design and development work is assigned to development center.This paper introduces the background of the project on statistics and inquiry System of payment and settlement, and analyses the goals of the System and the main topic of the research detailed. After researching on the business requirement of editing for payment and settlement, analyzed the design and implementation.This application was to build by JSP technology and it’s running SUSE Linux Enterprise Server, TongWeb is selected as its application server. The Microsoft word documents parsing code is based on Apache POI. Programmers improve their efficiency and decrease the cost by using open source and free software resources. This paper studies the business requirements, design of system architecture and system testing in-depth.The research’s main feature is safe and reliable system architecture, efficient and accurate data processing mechanism and the system is stable and easy-to-use. The WPPS has been put to use on banking financial institutions, server is keeping running 24 hours a day,7 days a week, certified stability. The system has reached the goal of improving editors’ productivity, registering authors’ information, avoiding repeated submissions, keywords retrieving, statistics, offering E-book download. It’s broadly well received across both authors and editors.
