With the popularity of 3G networks and smart mobile devices, there is a wide range area where location-based services could apply. Location-based services is such service that use a wireless communication network or GPS approach to obtain the user location, with the help of GIS platform, provide users with the help of specific services. Due to the limited screen size of mobile terminal, only a little content can be displayed. For existing location-based services, it requires tedious operation find interest content, and the user experience is poor. At the same time, the existing location services are unable to take full advantage of the users’historical data. The topics chosen from the project "service of modern service industry common theoretical system" supported by program for new century excellent talents in university. For above problems in existing location-based services, the paper proposes integrate data mining capabilities into the location-based services, which can provide users with location-based personalized recommendation service, and effectively improve the user experience.This paper firstly introduces the definition of location-based services, classification and the current state of development at home and abroad, discusses the elements of location services and basic infrastructure;introduce the concepts of data mining, data mining process and how to assess the general data mining algorithms. Then the paper gives the design of the system, and focuses on the key technologies to achieve location-based services, including the implementation of the client, the build of server, the selection of recommended mechanism and data sparse solutions.Finally, the paper shows the implementation of data mining based system of mobile location POI recommender, including client, server, and the implementation of recommendation engine, and the assessment the quality of different recommendation mechanism.The significance of the subject is through integrating the functionality of data mining into the location service, we can provide users with accurate location-based personalized recommendation service, improve the user experience to use location services on mobile terminals, and enhance the user stickiness.The paper concludes the work for data mining based system of mobile location POI recommender and further improvement needed in the system. The innovation of the subject is that takes into account of the characteristics of services for mobile location, add social recommendation feature, and provide the location based personalized recommendation service for POI, which can effectively enhance the user experience.
