In order to adapt the growing industry of airplane traffic of china and to make the Civil aviation management system to be the progressive and intelligent co-operational mode on air traffic control and making decision, building a sharing information system based on three primary system , including national airline control, airports, airlines, is the core and foundation. We should set up the models on the information exchanging and service, whose core is internet. All those measure is to avoid the "islands of information". The Information integrated framework system for air traffic control is can offer support environment for air system integration services, which is lent by all various kinds of decision support services who are all running in the collaborational operation system. That is a great significance for the other research. This paper takes the civil aviation ATC system as background, the main job is:1. Introduce the data integrated researching status, it’s about the limitation of traditional integration methods and the advantages of the SOA which is structure oriented on service and the effect of ESB Enterprise Service on SOA. It has system analysis the modern intelligent algorithms and comparison of the capability between different kinds of simple Optimization algorithms. The entire article is focus on the ideas and principle about artificial fish algorithm.2. With the base of the model of enterprise Service Bus on ESB, we can do a detailed analysis and design on the navigation control systems, surveillance, weather information, airport operations and other types of application subsystem, and collect and analysis the difference of flight types and structure of informational data. That is to make a solution on integrated data of civil aviation, which is based on enterprise service bus. Then we can achieve the seamless sharing with the information resources to provide complete, effective, and timely information integrated services for all types of air traffic control decision.3. This paper is about research and design on the model of making decision on the airport. Under the premise of meeting the flight number and flight safety, we can find the best scheme on managing the airplane landing on the airport. With the artificial fish and improved strategy on quantum algorithm, we can make a better algorithm for mixed quantum fish. By introducing the concept of quantum form and method of pheromone, we can use the algorithm of artificial fish to solve TSP problem. Experiments show that the algorithm could effectively expand the diversity of the population, which is to avoid local optimal solution and obtain more accurate solution.
