With the development of information technology and Data Warehouse, governmentdepartments use various types of information systems to support management anddecision. At the same time,the heterogeneity of the data make it difficult to exchangeand share information between departments.Therefore, the demand of heterogeneousdata exchanging is increasing. ETL technology can extract, clean, converse, load allkinds of heterogeneous data. It is the key technology for heterogeneous data Integrationand sharing.With the background of safety supervision management in Shenyang, our researchlaboratory has developed a data exchange management system. As the core module ofmanagement system, task designer can make various rules of data processing and keeptask flow standard.The relevant theories and techniques have been intensively studied in this paper,including data extraction, data transfer, data loading, data quality, task flow, metadata,Web Service, and XML technology. Based on the requirements of data exchangemanagement system, this paper put forwards an architecture of the data exchangesystem which is based on meta data. Combined with this architecture, all design work oftask designer is completed including resource, job, task design, definition of all kindsmeta data, meta data management, database design. According to the MVC designpatterns and the communication technology between Java and Flex, all functions in taskdesigner are accomplished such as resource metadata configuration, task flow meta dataconfiguration and so on. Further, classes of resource functions and work principle oftask scheduler are introduced in this paper.Finally I test the task designer for actual application in the data exchangemanagement system, proving the feasibility and correctness of the task designer designand implementation.
