School staff’s congress (hereinafter referred to as the teachers’congress) is a basic form for faculty to participate in the democratic management and democratic supervision in conformity with legal provisions and also an important part of the school management system, which plays an extremely important role in improving the school democratic management level.Chinese College staff’s congress System gradually has consummated since the1980s, the construction has also made a lot of progress. However, there are still some problems of the College staffs congress to be solved, these problems unsuited to the requirements of the era. In addition, The newly published 《School staff congress Regulations》,which as a programmatic document for schools at all levels to establish and improve school staff’s congress, and also proposed further requirements to College staff’s congress construction. It is based on the above considerations, this article attempts to know about the status quo of Chinese College staff’s congress by means of in-depth investigation, to dissect Chinese College staffs congress of the existing problems, and to explore the causes of the problem for the Improvement of College staff’s congress put forward reasonable suggestions.The paper consists of the following five parts:The first part is the introduction. It introduced the research background of this paper, the theoretical basis of the study and research methods, and explained the concept, nature, status, functions of the staff’s congress, also focused on the research achievements of the staff’s congress Summary of combing analysis and classification.The second part completely took on the investigation process and findings of the author’s in-depth investigation which understood the current situation of Chinese Universities staff’s congress,and analyzes the widespread problems of Chinese Universities staff’s congress based on the survey results, including:the quality of procession members of the staffs congress needs to be improved, the authority office of the staff’s congress did not fully implement, the staff’s congress’proposal needs to be improve greatly, the College Trade Union doesn’t work effectively, and so on.The third part deeply investigated the causes of the problem, summed up the five main factors:cognitive deviation between the different parties, the College Trade Union self-construction problems, Rules and regulations of the staff’s congress are not perfect, Openness of University staff’s congress is not enough, and the University staff’s congress evaluation mechanism is not perfect.The fourth part presented the seven disadvantaged suggestions which could improve the University staff’s congress:focus on propaganda and learning, enhance their thinking and understanding; optimize contingent of school staff’s congress; perfect staffs congress organizations; enhance the effectiveness of staff’s congress’ work; strengthen trade unions building itself; deepen public school; push on establishing a new system; strengthen assessment supervision.
