As a new form of education, the E-learning education has been developing for over10years and its development in the pilot colleges has been playing a very important role in China’s higher education. With the rise of E-learning education and the following rapid scale expansion of campus learning centers, the quality of E-learning education in the pilot colleges has become a top concern in our society. How to improve the quality of E-learning education and strengthen the quality monitoring on campus learning centers has become the problems demanding prompt solutions.This paper analyzes the related basic concepts including the E-learning Education, the E-learning Education in the Pilot colleges,Campus Learning Center, Quality Monitoring of the E-learning Education, illustrates some views like Partnership Theory, the E-Learning Education Theory, Total Quality Management Theory and absorbs both home and abroad latest research achievements and introduces the main measures that colleges in UK,USA and Australia take on quality monitoring to cooperating agencies in their E-Learning education which proposes the reference and revelation to China. Based on the above, the paper explores the problems and necessity of quality monitoring of school of distance education in the pilot colleges, analyzes its main progress and problems and makes the suggestions of constructing the quality monitoring of E-learning education in pilot colleges.Quality monitoring on campus learning centers of this paper should take the following aspects as the breakthroughs including whether the enrollment is standard or not, whether the support services on learning are in place or not, whether the enrollment is emphasized with the negligence of center management, test management and charges etc. Besides, it selects reasonable evaluation index systems for quality monitoring on the campus learning centers according to the relevant literatures, experts’opinions and the reference evaluation indexes from parts of pilot colleges, designs the index weight of quality monitoring on campus learning center in the pilot college using the analytic hierarchy process (AHP) which is applied and tested in a campus learning center of school of distance education of a southwestern E pilot college and suggests the countermeasures from the external and internal quality monitoring aiming at proposing the comprehensive monitoring contents and measures in favor of quality assurance.The author hopes that the study and its results are of certain reference value for the construction of quality assurance system of E-learning education of China’s higher education and for the quality authentication and assessment in China’s implementation of modern distance education.
