In recent years, China has made great achievements on compulsory education as well as the economic society. However, there existing gap between urban and rural areas, regions, schools, and that an expanding trend occurs in some areas. Balanced development of urban and rural compulsory education has become more apparent, resulting in a series of social problems. Promoting balanced development of urban and rural compulsory education is important to comprehensively implement the scientific concept of development, build a harmonious society and socialist countryside, promote economic and social development.In order to elaborate the concepts and theories of the balanced development of compulsory education, the paper adopts educational equity perspective and scientific outlook on development as guidance, furthermore, to grasp the theoretical support for the balanced development of urban and rural compulsory education system, a targets on that was proposed. Through literature review and the survey data about urban and rural non-balanced development of compulsory education on Neijiang, analyse the status and causes of the unbalanced development of urban and rural compulsory education. Countermeasures and suggestions to promote the balanced development of urban and rural compulsory education are put forward, which be based on China actual situation and foreign countries’experience.The paper is divided into seven parts, the first part of the introduction, that brief describes the reason and significance of this study, in addition research status, research ideas and methods, and possible innovations also are involved. The second part elaborates the concepts and theoretical basis for the balanced development of urban and rural compulsory education. The third part introduces the essence of the objectives and principles on balanced development of compulsory. The fourth part explains the practical motivation and value proposition of promoting the balanced development of compulsory. The fifth part primarily introduces the course of development of urban and rural compulsory education, then introduce the uneven performance of the development of compulsory education in urban and rural areas, and then empirical analysis the development of urban and rural compulsory education in Neijiang City, finally explores the reasons about the gap between urban and rural areas. The sixth part takes the balanced development of compulsory education on foreign experience for reference. The seventh part, to establish a correct outlook on education, break the urban-rural dual structure, vigorously develop the rural economy; increase investment in rural education, strengthen the construction of rural teachers, and funding to protect and restraint mechanisms, speed up network construction, share education results and so on, that countermeasures and suggestions to promote the balanced development of urban and rural compulsory education are proposed.
