Nowadays, our higher education has been in an unprecedented change. A series of profound social change requires university to adapt to situation and keep pace with The Times. University reform is influenced not only by the exogenous variables like economy, politics and law, but also by organizational inertia. According to the extensive literature review, this thesis does a systematically analysis on the connotation of university organizational inertia, and reveals the relationship between university organizational inertia and university reform by the in-depth theoretical and empirical research on the influence and mechanism between university organizational inertia and university reform.University organizational inertia is divided into four aspects:academic factor, structural factor, institutional factor and the leadership factor. Change performance is divided into comprehensive index and research index. And a theory model was established to analyze the research hypothesis. This thesis takes Zhejiang University of Technology as research object, and discuses the influence university organizational inertia to change performance. After collecting the original data we tested the hypothetic model by Factor analysis and correlation analysis, and the results are shown as follows:(1) Academic factor is significantly and positively related to the change performance.(2) Structural factors is significantly and negatively related to the change performance.(3) Institutional factor is significantly and positively related to the change performance.(4) leadership factor is significantly and positively related to the change performance.(5) University organizational inertia has both e a positive impact and negative influence university reform.The above findings have some significance to the management practices of university reform in china. University organizational inertia has both a positive impact and negative influence on university reform. University must take advantage of the positive impact of organizational inertia to make sure that university can pass the reform smoothly. Meanwhile, university should pay attention to the development of the discipline, make school organization structure to be more flexible, and establish the innovative leadership team, and encourage all staff to participate in decision making.therefore we can overcome the negative influence of organizational inertia.
