Democracy belongs to the inevitable trend of social development. SchoolDemocratic Management, which is the bridge that constructs the mutual trustrelationship, is the effective way to construct organizational culture in school.Participation in Decision of teachers belongs to the democratized manifestations.However, with the complicated and external environment coming to the schooleducation, personal wisdom has been affected by the objective world. MeanwhilePersonal policy-making will have been restricted. Gathering the collective proposalsand Participation in Decision by most people is beneficial and effective way toovercome hindrance. As the heart of school education and teaching, the teachers, whoare the practical frontiers, know the reality of the school education the best. Moreoverthe school reform involve in the teachers’ benefit themselves, teacher should careabout and protect the teachers’ benefit themselves. Therefore, Participation inDecision by teachers is beneficial to overcome hindrance and reform in school.By surveying actual situation of the middle and primary school teachers’Participation in Decision, The research will try to conclude primal problem andexplain the causes, meanwhile propose the plans to solve the problem, for theParticipation in Decision.The research is composed of six body parts mainly,Part one: This part mostly states the incentives and national and internationalbackground of the study. The object,methods,purpose,the significance of the study,Innovation Place and shortcomings are also explained in this part;Part two: to sketch out the Participation in Decision by teachers. The concept,rationale and the value will be expounded;Part three: to explore the causes of Participation in Decision of teachers, using the way of practice survey;Part four: to propose the plans and rules to solve the problem, for theParticipation in Decision, basing external factors and subject factors.
