Curriculum Guideline in Japan is equivalent to the Curriculum standards in China, It is prepared in accordance with the law by Japanese Ministry of Education. The national school must comply with this standard when the national implementation of education.Since the1970s, Political, economic, scientific, technological change brought about by globalization presents a serious challenge for the future development of the countries in the world, in particular, the reform of basic education, Countries around the world are increasing the intensity of their basic education reform. Vigorously develop education and the rapid rise in the Second World War, face of a changing international Japan pay more attention to education reform and development. Japan on education reform for a number of exploration, But the original problems obstructed the Japanese educational reform. Japan has promulgated several Curriculum Guideline, but none of education have been greatly improved. After the previous two extreme educational reform, Japan sum up the experience to take two kinds of education "cream" and removed the "dregs" in2008, recently promulgated Curriculum Guideline. This time re-enacted is called Intermediate education routes.In this study, to educate the Japanese problem as the starting point, analysis of the background of the Curriculum Guideline Promulgated in2008, Combined with the relevant laws of Japan’s "Fundamental Law of Education" and primary school Mandarin for example, to expand the analysis of the new "learning guidance" of the amendment.This study is divided into the following sections:Introduction, clarify the intention of writing this paper, the theoretical value and practical significance, and research methods.Chapter Ⅰ,Amendments to the background analysis of existing Learning Instruction。Chapter Ⅱ Summary forming mechanism, the revision process, and re-enactment is based on the laws and regulations.Chapter Ⅲ On the basis of the translation of the original,depth study of educational philosophy, purpose, and primary school Mandarin Branch as an example, in order to have a more detailed exposition and analysis.Chapter Ⅳ Analysis of views and evaluation of research scholars at home and abroad.Chapter Ⅴ Summed up the inspiration for the reform of basic education in China.
