The tripartite cooperation collaboration is the University (mainly refers to the college of education in the University), Primary and secondary schools and Education administrative department under a common vision, based on the principles of equality and mutual benefit, though the efforts of three parties, and then meet the interests and win-win activities. It’s focused on "Teachers", making "Transform" for the main line, and with "Collaboration" for the policy to promote synchronous improvement of primary and secondary schools, and the development of teacher education.Since the1980s, the University cooperation with primary and secondary schools as an effective policy to improve teacher education and school education has aroused general concern of the education community in Europe and America. For example, in the mid1980of the20th century, the United States started to build professional development school (known as PDS) and the United Kingdom actualized the "whole school approach to teacher education"(school-based Teacher Education) in the1990of the20th century, and they are both of the practice modes of university-school cooperation. Under the influence, many countries and regions of the world began to explore the suitable national or regional modes of collaboration. Although the practice names are different, there are things in common, they are all based on a collaboration to raise the level of the professional development of teachers and education quality. At present, although the collaboration is practiced in many ways in China, due to various reasons, universities and schools are still comparatively rare established cooperation. For a long time, the university-school collaboration in our country is not based on a complete and standardized system, while more is based on feelings of obligation to help the universities for providing practice space or research and experimental base. Though the collaboration existed, but rather loose, and lack of mechanisms and appropriate protection system runs well on cooperation and security, resulting in very limited effects of the collaboration. Therefore, how to strengthen the innovation system, establishing specification for operation, establish and perfect the cooperative security system, is the cornerstone of the university-school collaboration, and is also the conception of this article located.This article is intended to follow the tripartite cooperative security system’s construction" as the main line, combined with the present situation of the tripartite collaboration in China, pointed out the importance of the construction for the tripartite cooperative security system. Then, on the basis of the analysis of various factors, and the experience of other countries, completing the construction of tripartite cooperative security system. With a view to the further development and perfection of our tripartite collaboration practice, at the same time, open up new perspectives for subsequent research.
