This article focuses on the analysis of the formulation and implementation of JobCorps Project during the1960s. Job Corps was initiated as one of the centralprograms of the Johnson Administration’s War on Poverty, part of his domestic agendaknown as the Great Society, and was formally proposed in the Economic OpportunityAct of1964. Job Corps project aims to offer free-of-charge education and vocationaltraining to the disadvantaged youth ages16to21, to help them make goodpreparation for the future employment. Job Corps also pays attention to corpsmen smoral and values, aiming to enhance their responsibility as a citizen. Started inJanuary1965, the Job Corps project was managed by the Office of EconomicOpportunity at first, and then took charge by U.S. Department of Labor. Job Corpsplays an important role on the transformation of disadvantaged youth which can tbe underestimated. Therefore in-depth inquiry of Job Corps, analysis of itsbackground and the specific implementation process, besides the results ofimplementation would be of great significance. The dissertation is composed of foursections: the introduction, the main body, the conclusion and the references.The Introduction mainly introduce the basis of the topic, previous research workon the subject, the research methods that would be used, the meanings if the researchand the shortcomings in this paper.The first part introduces the background of the Job Corps project, starting fromthe prevailing social phenomenon, revealing the poverty that hidden under theappearance of the abundance, paying attention to the situation of disadvantagedyouth and analyzing the necessity of launching Great Society reform and the waron poverty to review the process of Job Corps project s conception and come intobeing.The second part introduces the implementation of Job Corps project from threeaspects: the condition of Job Corps centers, the trainings that Job Corps centers offer,and the status of Job Corps terminations.The third part analyses the effect of Job Corps project through comparingtrainees from different economic areas, race and gender, and then gives an objectiveevaluation to Job Corps.The Conclusion gives a summary of the paper, affirming the achievement of JobCorps, at the same time, pointing out the existing problems and criticizes which Job Corps faced during the operation. But the shortcomings can t cover the advantages,the education and training that Job Corps centers offer to youth not only help themfind their way of life getting jobs, having further education or joining the army, butalso make them return to society, establish the confidence in the future and the senseof social responsibility as citizen. This result is beneficial either to trainees themselvesor the society.
