ACT is one of important college entrance examinations in United States, and it experienced more than50years of development and evolution. Through the inductive analysis of the collected first-hand documents found that as a wide range of application of large-scale entrance examination, both the produce and development of ACT are the product that the United States education develops to a certain stage, its origin, functioning, reform course,recruit and supervise students for perfecting China’s college entrance examination system has important significance.ACT more than50years of evolution followed a "bottom-up" route, thirty years before the test itself through little change, the changes are mainly embodied in the continuous specification management organization and test service for students continuous improvement; twenty years after the change of test mainly embodied in content structure, item difficulty and exam questions, according to the demand of middle school education to adjust and then enabled ACT could provide good service to universities, middle schools and students in order to achieve the universities entrance. In addition, ACT gives full play to its own diagnosis and feedback function, guidance and prediction function. What’s more, ACT itself function played especially its feedback and guidance function played is helpful to the reform timely and steadily. ACT and SAT scores are only one of the reference indicators for the comprehensive selection of college admissions. Both ACT and SAT are large-scale examination which serviced for the United States education, election and configuration of qualified students to different university and different specialty is its role in. ACT and SAT from "separate" to a certain degree of fusion on its test purposive, it is an important trend of the reform of college entrance examination in United States.This paper is composed of an introduction, body and conclusion. Introduction includes research background, meaning and purpose; basic concepts, research thinking, research methods and the current study. The body part includes three chapters:chapter Ⅱ focuses the historical evolution of college entrance examination system in United States, analysis the reasons why ACT produced and introduce its overview of the first implementation in1959; chapter Ⅲ puts its stress on carding the history of reform at different stage; chapter Ⅳ from the differences between ACT and SAT, their coverage and test purposive, fraction conversion discusses the correspondence between the two and the recruiting trend of ACT. Conclusion part is the study’s conclusions, implications, study purpose and the short of the study.
