Professor Wang-Tongxun is one of the prominent innovators andfounders in the domain of China’s talentology. In the late1970s,professor Wang-Tongxun began to investigate the problem of talent, andexplore the basic law of talents development. Professor Wang-Tongxunhas been achieving the profound academic attainment and constructing afairly perfect thinking system on talent through thirty years exploring.Professor Wang-Tongxun’s thinking system on talent was established onthe basis of inheriting the advanced talent thoughts in ancient Chinacritically, summarizing the personnel and talent working experiencefrom the thirty years’ reform and open-up practices, and referring to thescientific theories of human resource from foreign countries. ProfessorWang-Tongxun’s thinking system on talent has the profound connotation,and its content is very abundant.Wang-Tongxun’s talent resource development thoughts-which consistsof the goal, law, methodology, and mode of the talent resourcedevelopment-is a major part of this thinking system.The goal of talent resource development put the emphasis on two aspects,namely, to enhance the comprehensive competence of talent resourceand stimulate the vitality of talent resource. Talent resource development law put the emphasis on excavating thebasic law which exists in the procedure of talent resource development.Everything has the inherent, essential, and necessary connection in itsdeveloping procedure, and there is no exception for the talent resourcedevelopment. The basic laws within the talent resource developmentprocedure are summarized in three aspects by professor Wang-Tongxun,namely, the law from the outside to inside, the dependency ofdeveloping level of material resource upon the developing level ofhuman resource, and the law of infiniteness of talent resourcedevelopment.The methodology of talent resource development-which consists oforganizational and behavioral methods, zoology methods, andmathematics methods-was formulated by professor Wang-Tongxun inthe mid-1990s. Of course, Wang-Tongxun talent resource developmentthoughts is an opened system which needs the whole talentologyresearchers (including Wang-Tongxun himself) to enrich, perfect, anddevelop persistently, whereas the methodology part of this systemshould be innovated persistently as well, so that these methods can beused to resolve the concrete problems which exist in the personnel andtalent work efficiently.The mode of talent resource development contains two partitions,namely, the stratum-directed developing mode of talent resource and the category-directed developing mode of talent resource. Thestratum-directed developing mode indicates the hierarchical feature oftalent resource development, whereas the category-directed developingmode indicates the philosophical thoughts that concrete problem shouldbe analyzed concretely.The development of society is capable of nurturing talents; meanwhile,these talents will promote the social development. This is the basic lawwhich exists in the development procedure of social history. WhereasWang-Tongxun talent resource development theory emphasize thecompetence and vitality of talents, the development and exploitation oftalent resource, and the promotion effect which talent resource exert onthe social development. Therefore, the theory adapt to the basic law.Meanwhile, the theory unremittingly perseveres in serving for thebenefits of talents, serving for the benefits of people. It is the purpose ofthe theory and it reflects the value of the theory as well. Therefore,Wang-Tongxun’s talent resource development theory reflects theunification between law and purpose; meanwhile, it reflects theunification between truth and value.
