People-orientedness is not only the new request in the decision of the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China, but also the essence and core of the scientific development. Sticking to people-orientedness is in line with the motto of serving the people heart and soul and representing the fundamental interests of the people. Adhering to the " people-oriented" means to respect, understand, care for people and to meet the comprehensive needs of people.This thesis studies the construction and application of the people-oriented in the human resource management in universities. The purpose of this research is to fully motivate the initiative of staff of the universities and take their work efficiency into full play, thus to realize the scientific and healthy development of the universities.The thesis is divided into three parts.The first part of the thesis begins with the study of people-oriented philosophy of ancient China and on modern humanism of the West, the first part embarks on analyzing the developing process and the historical role of people-oriented philosophy, and introduces the argument that the Communist Party of China (CPC) is people-oriented. The people-oriented philosophy is a reflection of the fundamental purpose of CPC—to serve the people wholeheartedly, and an inheritance, innovation and development of Marxist theory of human comprehensive development. This second part then goes on to analyze the meaning and connotation of people-oriented philosophy and makes a comparison between the people-oriented philosophy of CPC and that of ancient China. It points out that the people-oriented philosophy of CPC is to treat people as the foundation, premise, impetus and purpose of the Party. In other words, it means that everything should focus on people and should only be done for the interests of people. People here refer to no abstract man, specific individual or individuals but the broad masses of the people. Firstly, establish the concept of all staff-oriented. Secondly, coordinate the handling of the relationship between the three types of workforce. Thirdly, consider the construction of three types of workforce overall. This thesis discusses the three aspects in detail, which includes establishing the concept of profession-oriented, management-oriented, skillful staff-oriented.The second part also makes a comparative analysis of the definition and characteristics of human resources and university human resources and then gives the classification of university human resources:professionals, managers and support service workers, and the definitions of human resources management and university human resources management. This part ends with the crucial role people orientation plays in the university human resources management.In addition, three principles should be followed in the process of "people-orientedness" for the university human resources management.According to the classification of the human resources in the’universities that is stated in the first part, the second part will investigate the following three kinds of people respectively: the professionals, the administrators and the handymen. It will point out the working status and the main existing problems among them. And it’ll also analyses the reasons why these problems are caused. They are mainly because the frequent change of the personnel system during social transformation period, the unclarity of the higher education property, the administration overreaching of the school management, the school leaders’conservative concepts-and the relatively lagging managerial approach of the administrators in the universities.The third part was proposed that university human resources management to people-orientedness during the University Human Resources Management, which includes deepen the reform of public institution personnel system, clarity the ownership of higher education, adjust the relationship between government and universities, reform the inside and outside management of higher universities for administration, train the leaders of higher universities to set up the new concept of management, education, scientific research, open education and strengthen the training of management in higher universities.Many basic methods are adopted in the process of writing this paper, including theoretical analysis, comparative study, instance analysis, interview survey, and the combination study of qualitative analysis and quantitative analysis. Among all these methods, interview survey and instance analysis are the primary. By analyzing the current work situation of all categories of staff in China’s colleges and universities, the principal problems they are facing are found out. In the end, it concludes that people-orientedness should be adopted in university human resources management in University Human Resources Management.
