Analysis On The Transformation Of University Patents:a Study Based On The Actor-network Theory

As the main force of basic research and knowledge production, universities have great significance for building an innovative country. As a part of university intellectual property, the amount of patent authorization is an important symbol of the scientific research capacity. In recent years, the quantity of patent authorization in Chinese Universities has been growing rapidly, while comparing with it the volume of the transformation of university patents grow relatively slowly. There has been such obvious differences between the growth of the volume for patent license and the growth of number for transformation that it would attacks the patent applicant’s enthusiasm in the college, resulting in the decline of the patent application and the volume of authorization, and at last it will have an influence on the basic research and knowledge production development of the position of the college-based. Therefore, upgrading the effect of the patent conversion has been becoming a hot potato of intellectual property management in colleges. At the same time it has extremely important meaning for promoting the building of our innovative nation.This article studies on the actor-network of the transformation of university patent. The main purpose of this article is to explore how to promote the transformation of university patents better. The main research content includes the following:First, defining the meaning and the characteristics of university patent transformation and the development of university patent. Basing on this from the perspective of the actor-network the article has an analysis on the factors which have an influence on patent transformation of universities, and establish the model of the actor-network of university patent transformation, revealing the fundamental motivation and condition of the university transformation of patents conversion. According to analyzing cases and in view of the situation and problem of university patents conversion in our country it proposes policy and recommendations of promoting the transformation of university patents were.This article uses conceptual analysis, case studies, comparative analysis and system analysis as the basic research methods, and through studies comes to a conclusion:it is necessary to establish the actor-network of university patent transformation that join the universities, enterprises, governments, intermediary organization etc. together, and according to the translation adopt the interest of various actors, only in this way can we create a mutual and coordinated actor-network. On account of the obstacles of university patents conversion in our country, we suggest that the market-oriented patents should be strengthened. And enhance the building of the patent information service system, patent intermediary service institutions and a sound support system and risk capital funds. And we should have an improvement on the communication between the partners of patent conversion so that strengthen the effectiveness of university patents transformation.
