The establishment of the socialist market economic system plays a huge role inpromoting China’s economic development. But so far, lack of adjustment between theGovernment and society relationship resulting in a huge number of social problems. In amarket economy conditions, in order to break the bottleneck of society, the ideal model is toestablish a strong position society and achieve a healthy development between governmentand society relationship. Public financial support for the development of social work servicesis the result of this government and social relations model. From the relationship betweenpublic finance and social work services, China’s lack of spontaneous civil society worker, buthigh demand, the Chinese government put great attention to social work, which determinesthe social work service development must be top-down, government-led promotion, publicfinancial support is the key, is the fundamental driving force. The goal of Public finances forthe vast majority citizen is to provide public goods, public services, to meet the social andpublic needs. Public finances and the development of social work services complement eachother with harmony. Social work services is based on the scientific concept of developmentand the people-oriented concept is core requirements to ease our public finances welfarespending pressures, an important way out to avoid the trap of the welfare state of the publicfinances in order to meet the social and public needs.The research In this paper take Dongguan City as example and main object of study, withfully reference to the process of the development of social work services among Hong Kong,Shanghai, and Shenzhen. The development of social work services in these places withoutexception, fully reflects the support of the public finances. The analysis of the situation inthese places, help to understand the process of the Dongguan public financial support for thedevelopment of social work services. Hong Kong is a more mature areas of the development of a social work service, and indeed has established a relatively complete system of financialsupport, including budget, purchase of services, monitoring and evaluation, but most places inDongguan including economic development and urbanization degree have some distance tothe status of these places, the social structure is different as well, the model can not be copied;Shanghai and Shenzhen are still in developing stage, not yet establish a good system.Dongguan City, base on the experience of these places to develop its own characteristics,formed a number of measures of public financial support for the development of social workservices and make out its own road.After two yeas of preparation and one year of trials, Dongguan social work servicesdevelopment is now fully propelled. In the developing process, Dongguan City, graduallyform a system meet its own reality,"the people’s livelihood-oriented, government-led, civiloperations, public participation, social supervision" mode, and began to demonstrate its strongvitality. From Dongguan City social work services development and major practice reflectspublic financial support. At the same time, the system of public financial support for building Basedon the experience of Dongguan City, could help as a reference to developer other cities’ socialwork services.
