In recent years, private colleges and universities, as the new force of the birth of China’s Higher Education Popularization of undergraduate education, has made rapid development and remarkable achievements. Private University,as one of the main bases of China’s higher education, has the same important mission in strategy of invigorating the country through science, technology and education. It has clearly put forward that private education is an important growing force for the development of education and should be supported and encourage in National medium and long-term educational reform and development program (2010-2020year).What’s more, the role of middle-level leading cadres is special and important in the private universities.They are not only policy makers, organizers and commanders in different kinds of college activities,but also implementers of universities’plan and instruction. In order to promote the harmonious development of the private universities, it’s necessary to establish an efficient,capable leading group.This paper has analysis the the private colleges development status,learn from domestic and foreign related theories and methods,use scientific methods to propose a system of leading cadres’quality assessment based on the facts of private universities or suggestions for improvement.The full-text apart from the introduction part is divided into three parts:The first part is the interpretation of the relevant concepts and theories. This section focuses on two parts:the development of private universities and their faculties of leading cadres, leading cadres’quality evaluation and theoretical.There are history review and current situation of private universities, define the scope and nature of the private universities, theoretical base of leadership cadres qualities evaluation.The second part is the construction of leading cadres’quality evaluation.First of all is to clear quality of evaluation index system design principles,then select and calculate the content and weights of index system.The third part is the implementation of the quality assessment. After systematic and comprehensive introducing the main method of quality evaluation,exploering expericense of the practise and application of those methods,we then proposed private universitied faculty leading cadres’quality evaluation methodology and specific evaluation of the implementation of the steps.The innovation of this paper is mainly reflected in two aspects:firstly,the article has an in-depth analysis on the present situation and existing problems of china’s private universities.Because lack of attention and study of this group in the past, there is a certain degree of innovation and realistic target; Second, this article based on the present situation of development of privately-run colleges in China has recommendated,summarized and proposed the evaluation system for leader and leading group of Colleges or Departments in Private Universities which has fill the gaps in releated research.So, this study has some theoretical innovation value and practical reference.
