Research On Local Governments To Promote The Strategy Of Priority To The Talent Development

Talent strategy determines the competitive advantage of a region through gathering innovative talents and promoting scientific and technological progress. In order to speed up innovative economy development, maintain a competitive advantage, China put forward the strategy of priority to the talent development. In this context, local governments have made the strategy of priority to the talent development in their long-term talent development planning, and made different kinds of preferential policies to give priority to the talent development, accelerating the introduction and cultivation of high-level talent. However, the majority of local government has not achieved the desired results. The main reason is that the strategy has not been full and effective implementation. In order to successfully achieve development goals, local governments urgently need to promote the implementation the strategy of priority to the talent development. Therefore, how to effectively promote the strategy of priority to the talent development has become an important issue to be solved for local government. At present, the theoretical study less concern the implementation of the strategy of priority to the talent development, with lack of theoretical guidance.Based on the deeply thinking of the poor implementation of the strategy of priority to the talent development, this paper made strategic management theory for the core theoretical foundation, and others are the human capital theory and the government of talent development theory. Take Jiangsu for analyzing case, this paper explored local government how to promote the strategy of priority to the talent development. Firstly, on the basis of analysis of the problems of "protection" talent development strategy, the content of the strategy of priority to the talent development, and the value and the significance of the strategy of priority to the talent development, the paper clarified the motivation of local government’s to make this strategy. Secondly, based on the content of the strategy of priority to the talent development, this paper analyzed the problems in the implementation of the strategy of Jiangsu, and on base of factors of implementation of the talent strategy, analyzed the causes of these problems. Finally, the paper analyzed the implementation of the strategy action goals and the safeguards of Strategic implementation, together with the analysis of problems and their causes, propose targeted suggestions for Jiangsu to promote the strategy of priority to the talent development.
