The systerm of recruitment in many Chinese enterprises was the diversity ofmarket forms,nowadays.A casual laborer have been becoming an important part ofthe university’s rear service department and these people who worked at the forefrontin production fields.They gave their positive contributed for the university’sdevelopment and construction.However,owing to lack of record of education,so theydon’t fit in with the economic development.According to the rear servicedepartment’s operation,so they don’t fit in with the economic development.Accordingto the near service department’s operation mechanism to the economic mechanismtransformation in gradually.Therefor,in the new situations.The enterprises changestook place at inside and outside even more complicated.The normalized managementabout the casual laborer will be faced with many problems.Thus it can be seen that weshould took effective the scientific management with the casual laborer were beimperative.By reading a lot of related enterprises the system of recruitment theoreticalbooks at home and abroad and on the basis of actual cases,use the experience of othercountries for reference.To counter this feature of the rear service managementcombined with the actual situation in our unit and work out a plan for the casuallaborer management system.The key purpose of this paper is based on enterprisesback ground of the theoretical research and trying to put the system of recruitmentforward and make a concrete analysis of the temporary recruitment managementproblems,raise my opinion and methords,establishing a good management project tomeet the enterprises demand to easy operation in order to seek appropriate effectivecounter measures,so to reach best manageable ways for the enterprise.This paper set forth my views that exist problems and reasons of the rear service department about the system of temporary recruitment.We hired some a casuallaborer are inevitabl.Due to the operation of the rear service department in the processto consider its costs and cut down expenses.Since the system of recruitmentdifferences that bring about the formal laborer diffenent form the casual laborer and adirty deal.In View of this,above mentioned the management forms are facing verycomplicated matters.In the short term,the rear service department hired the casuallaborer have three benefits,as follows:pay low wages,post flexibly,employer havehired rights.But,in a long-term, the casual laborer are lack of cultures,less sense of thelaw.Many problems were reflected by themselves very common.As we know,thesephenomenon bring about great risks.Improre the system of recruitment was built that is very existent the reasons ofproblem,but to find out inadequate of management at a casual laborer works.Use all useful ideals to solve appeared problems and take effective measuressupply guide to the recruitment management in the days to come.All things to do wasadopted questionnaire and interview methods.This research paper was based on theprinciples of integrity.systematic,scientific and feasible.The analyse problems andreasons combined with a casual laborer in their actual works and system of temporaryrecruitment management to fit this enterprise was established or make a suggestion.Compared with the conerete evidence between the investigation results of thetemporary recruitment management were indicated:The temporary recruitment management system of the rear service generaldepartment of Heilongjiang institute of technology has rationality, systematic andfeasibility to adrantage.Therefore, to good management ways of the temporaryrecruitment system for the rear service general department in our institute provides aconverient effective continuous development.
