| The target mode of social old-age security system reform in China， is toestablish a three levels system, which combines basic endowment insurance,enterprise complement endowment insurance, individual deposit endowmentinsurance. In the institution, enterprise complement endowment insurance is calledthe occupational pension, like the enterprise annuity, plays an important role inguaranteeing a worker retirement life, making up for treatment of primary endowmentinsurance gap, enhancing this unit talent attraction and cohesion. With the endowmentinsurance system reform of institution accelerates, the staff pension source ofinstitution has gradually shifted from the financial appropriation to the society wholeplan fund, the major change of the mode is helpful to reduce the national financialburden, promoting the rational flow of talents, but also cause the decline ofsubstitution rate of the business unit staff pension. Therefore, to establish theoccupational pension system to make up for the deficiency of staff endowmenttreatment, this is the question that the institution must consider in the reform process.At the same time, the establishment of the occupational pension system to realize theinstitution reform overall goals also has great significance.With the occupational pension pilot work of five provinces and cities carried outstep by step, the occupational pension system has gradually developed from theory topractice. Relative to earlier enterprise annuity, occupational pension in supportingpolicies, theoretical research and practice development is not enough mature, but dueto both of them establishing the objective, principle, function are very similar, the design of occupational pension plan also can draw lessons from the beneficialexperience of the enterprise annuity.As a university, Jilin Province JG College, in the reform of classification isdivided into the institution engaged in public service. In2011,“The instructionaladvice on the reform of the central committee of the CCP about classification ofpublic institutions of the state council” clearly pointed out, the institution which isengaged in public service to establish institution staff occupational pension system.So the purpose of this study is to design a set of suitable for college career pensionplan, as the useful reference to future college to establish the occupational pensionsystem, in order to raise the staff endowment insurance treatment, and promote theinstitute have the sustained and healthy development. This article through the analysisof existing human resources system, salary system and old-age security system of theeconomic management cadre institute in Jilin Province, and clear about the feasibilityand necessity of the college setting up a professional age system and formulating theprinciple and target of the occupational pension scheme design. In the concretescheme design, the integrated use of the insurance policy, finance, human resources,resource management, and other professional knowledge, and according to therequest of the country "institutions professional annuity try out method", giving thedetailed planning and design on occupational pension plan participants scope, fundprocurement and distribution mode, occupational pension individual accountmanagement mode, rights belonging mode, the fund management mode, plan methodand payment, payment occupational pension treatment condition, suspension andresumption capture expends conditions and procedures, modifying and terminatingoccupational pension plan conditions and procedures, the organization managementand supervision methods and so on. And has formulated the corresponding strategyfor annuity plan startup and implementationIn our country, at the background of the development of occupational pension is just at the beginning, this paper has an attempt to bring benefit to the unit, throughoccupational pension in the practical application of this research, but also providereference to establishment of other institutions occupational pension system. |
