In the era of knowledge economy, human resource is the core of the productivitydevelopment impetus and the important resource that meets the demands of the country’sdevelopment. The quantity and quality of Human resources and distribution principle ofsociety is the key factor of the sustainable development and takes the responsibility of thesmooth development of the whole nation. As places to cultivate high-quality and all-rounddevelopment of human resources base, universities takes on the task to train talents to serveeconomic society. Facing more and more fierce competition in the new situation, and thelevel of human resource management directly determines the competitiveness of colleges andtalents’ competition ability. In particular, it is important to the development of the school andthe national economic. Human resources management in Colleges and universities is animportant part of management. With the reform deepening, the lag in human resourcesmanagement can not adapt to the development of colleges and universities. In order to realizethe rights of human resources and give full play to their initiative and creativity as well asmaximize the value of the individual, the evaluation to human resource management is verynecessary. The evaluation results can be used as the reference material of nationalmacro-control. Meanwhile, it can provide technical support and reference for rational use ofhuman resources. In this paper, the ideas of human resources management and the theoryare brought into the management of university teachers, which enriches modern humanresource management and development of the research field. From the present stageuniversity human resources management is faced with, the study includes the concept ofhuman resource management, talent assessment system, employment mechanism, talentallocation mechanism, incentive and guarantee mechanism and takes the example of domesticand foreign experience in mature enterprise management. The paper uses principalcomponent analysis of human resource management of five different types of universities byusing the evaluation combined with their understanding of C University and describes someof the school’s mature practice and exploration. It provides useful reference for the humanresources management in practical work and improve the level of human resourcesmanagement has very good practical significance.
