The Research On Repurchase Of Socialized Colleges Students’Apartments In Hunan Province

Since the establishment of China, we have followed the road of socialism with Chinese characteristics, recognized the underlying reasons of long-term backward and the great significance of education in the country’s development under the basic policy of socialist market economy. Connecting with the China’s actual status, government put forward the strategy of "developing the country through science and education", accelerating the reform process of management mechanism in higher education. Meanwhile, higher education has experienced forth great reform in the past few years, not only meeting the people’s need of receiving higher education, but also further the rapid development of higher education in China. With the start of operating model in the enrollment expanding, higher education has promoted the rapid development of national economy as the important role in China’s economy system. Therefore, state-owned asset and students of universities become much bigger than before. The shortage of public finance is hard to meet the need of the universities’ development, especially the financial requirement of facility support in higher education, further causing the following problems such as the shortage of fund and the dissonance of supply and demand of student apartment and rear service, making universities facing great pressure.For saving this plight and problem, assuring the effect management of socialized flat in universities, developing the operating model and profitability of higher education, China has put forward a series of reform policies for rear service in higher education."University Apartment Socialization" expanded quickly all over the country as a new concept and universities also put the reform of apartment socialization in practice. The change of operating model in higher education is the underlying reason of students’apartment socialization, as the result of the higher education’s development. Hunan province, the big education province, has the serious problems in apartment socialization. With the enrollment expand in Hunan, social enterprises have taken part in the infrastructure construction of rear service in higher education, easing the local finance on one side, and accelerating the development of infrastructure construction on the other side, making significant contribution the great development of higher education in Hunan. The State Council, Ministry of Education, Provincial Commission, and provincial government have already paid much attention to the operation difficulties in the socialization of students’apartment in universities.Firstly, this paper reviewed the present status of China’s higher education after the fourth enrollment expanding reform and the historical background behind the reform polices of rear services’socialization in university, meanwhile, it overviewed the reform policy model and the dilemma in students’apartment socialization.For further discussion, this paper introduced the historical background of social operation of university students’apartments in Hunan, and expounds the difficulties that university socialized student apartments faced and the resons,and this paper consider that the rational choice to solve this dilemma is repurchase from theoretical angle, and develops the pricing model of repurchase of university socialized students’ aparetment combined with the characteristics of universities in Hunan.Lastly, this paper proposes several advises of repurchase socialized students’ apartments from angle of government, education, business.
