At present, in China the rural population accounts for68percent of the country’s total population. How to transfer hundreds of millions’rural labor in the modernization process is related to the success or failure of China’s road to industrialization. An effective initiative to promote the transfer of rural labor is that to strengthen the vocational and technical training which before or in the transfer process. Since the reform and opening up, our government attaches great importance to the transfer of rural labor training, and it has achieved remarkable success. However, there has unreasonable phenomenon in the specific training process, such as training institutions fraud, the low quality of training, improper management of funds and so on. And it exposed the vulnerability of the mechanism in the process of the rural labor transfer training. Therefore, our government must strengthen the supervision and management of the process of the rural labor transfer training, and further improve the operating mechanism of the training.The research object of this article is the operational mechanism of rural labor transfer training, which analyses the rural labor transfer training with jinhua city, and it puts forward countermeasures and suggestions for shortages, which can improve and promote the implementation of rural labor transfer training.This article is divided into four parts.The first part is the introduction. First of all, it discourses the background and significance of this study, which based on the theory. Then, it coordinates related literatures, and explains the related concepts such as the rural labor transfer training. Finally it introduces the ways and means to obtain information.The second part is the analysis of the status quo that about the operational mechanism of rural labor transfer training, which conducts analysis and reflection deeply from government policies, organization, process management, and evaluation of training that bases on jinhua city’s current situation and examples.The third part is the problems and reasons for the operational mechanism of rural labor transfer training, which analysis four issues such as the "hot one" and "two cold" problems, ensuring funding problems, training quality problems,"bull management "and" departmental interaction "problems.The fourth part is the strategic thinks to improve the operational mechanism of rural labor transfer training which is proposed for the third part. It gives four suggestions, such as constructing a modern training service system, improving the incentive mechanism, innovating ways and means, and establishing the protection mechanism.This article strives to improve the implementation of the rural labor transfer training, to improve the quality of the transfer training, to enhance the skills and qualities of the rural labor, to promote the orderly transfer of the rural labor, and thereby to speed up the process of building a moderately prosperous society. |
