The teacher’s lifelong learning and continuous professional development for teachers is a new requirements in the information society. How to use technology to support teachers practice and reflection become an important problem in the area of the teachers education research. Traditionally, teachers use text and video to record the classroom. Teachers can read、playback and reflection. To some extent, it can improve the teacher’s professional skill. But it is vulnerable to-influence by the time and space. Throughout the existing support technology, the teaching video library, to promote the development of teacher reflection, is a basically complete teaching video list and a small amount of case comment. This does not favor for teachers to practice and reflection. Therefore, establishing a network teaching video library,which can segment mark、retrieval、 evaluation and sharing and convenient teachers to practice and reflection, has become an urgent research topic.Through the literature review and investigation, this article understand the current situation and the existing problems on the teaching video library. Based on the system analysis of the demand, it has three roles of learners.teaching experts and TA. It has five functional modules of case collection、case demand、case retrieval and interaction comments. It is developed by VS2005platform、AS3.0programming tools and ACCESS database technology. It has also integrated relevant tool software named wirecast. After the adjustment of the system, the video case support system have more pictures with screen collection technology、video annotation technology and comments retrieval technology. The teacher can easily achieve video contributor、the case comments and Reflective Thinker as one role.After the teacher logining in system, teacher can use the more pictures with screen collection technology to acquisition and upload the teachers’ teaching design、student’s content feedback and expert advices. In the video case support system, teachers can click comments start and finish button in the start and end points of the interested video clips in the text box type a comment content, can be completed video clips annotation, video case support system will record the teacher’s annotations. After inputting an annotation, the system can record the annotation. To support the development of teachers’ practice and reflection, teachers can retrieval these video case records and play video clips. In addition, the teacher can use the synchronous and asynchronous communication tools to interactive. It is useful for teachers’ practical experience of communication and teachers’ professional development.The innovation of the article is that use the software named wirecast to acquisition the four signal of the teacher、student、teacher machine screen and panoramic picture with a screen.It can use playback、annotation and annotation retrieval to realize teachers’ practice and reflection.
