| Social evaluation is a international new trend of today’s higher educationevaluation reform, Social evaluation not only guarantees the quality of highereducation, but also promotes the diversification of higher education development.Therefore, researching the university’s course of development of the social evaluationand summing up its historical experience has a great theoretical and practicalsignificance to improve the rating system of higher education in China.This thesis is divided into three parts. The first part as the first chapter is theintroduction, elaborated the concept, research background and significance of Socialevaluation, summed up the previous research results of Social evaluation in its history,current status, characteristics, and problem-solving measures. The second part isdivided into three chapters, mainly researching the three important historical stage ofChina’s Social evaluation development and every stage of development’s historicalbackground and main features. Chapter II is the initial stage of Social evaluation(1985-1993).In this stage, the main forms of our universities are state schools andstate investment, the people’s governments at all levels and its executive educationsector organizations also to implement the evaluation of the University. So there islittle social forces to participate in the evaluation of the University, only sporadicseveral research institutes and individuals began to try to evaluate the University inchina, but has not yet formed a certain climate. Chapter III is the exploratory stage ofSocial evaluation (1994-1998). With the deepening reform of higher education, thedrawbacks of government evaluation of the University has become increasinglyprominent, coupled with China’s academia began to focus on the theoretical study ofthe intermediary institutions of higher education evaluation, therefore, the first highereducation evaluation intermediaries was established in china in1994, its emergencemarks China’s social evaluation into the institutionalization stage of development. Theestablishment of having independent legal status of higher education’s rating agenciesmakes the evaluation of China’s Social increasingly standardized and institutionalized.Chapter IV is the development stages of the Social evaluation (1999-present). TheUniversity of this phase basically tends maturing. In1999, China’s higher educationbegan to transit the "elite education" to a "mass education", the monitoring andevaluation of the mass higher education need more, more professional and moresystematically social organization to ensure its rapid development. Therefore, manyhigher education rating agencies emerged in this stage of society, they are not onlymore independent, more professional but also its internal systems become moreperfect and more mature. The third part of the thesis is the fifth chapter of the text. onthe basis of the previous chapters, we got some revelation df the future developmentof China`s Social Assessment in this chapter. |
