With the modern university gradually from the margin of the society to the center of the society, the opening university has become the common places of value subject activities. The modern university must try to meet the needs of multiple stakeholders, for the internal university, such as group of teachers, administrators and students. At the same time, for every country and higher education, it is become a common central problem that governance theory could improve the management of the university, and university governance is a tendency. The core of the governance is power of transferring and redistribution, and the rise of government management and corporate governance research provides theory basis and practical reference for the internal governance modes of the construction in the university. As a special social organization, the idea and target of University can really implement in a certain university internal management mode. Establishing effective management mode in internal university is useful for keeping counterbalance of various interest related subject in the right, responsibility and interests, and making university internal efficiency and fair reasonable reunification. Moreover, the key of the process is that the main body in internal university can not only put their emotional and wisdom into university management activity through various legal ways and means, but also participate in internal governance to university by many aspects and levels, sharing management power and responsibility.Now, too security administration in university management has not been able to adapt the development trend of modern university, Also has limited the requirements of participation for main body in internal university management, moreover, has lead to some troubles in current university internal management. These troubles reflecting in participation main body, participation level, participation mechanism and participation information. So the causes of the troubles are participants, system factors, law factors and cultural factors. In the future of university internal governance, we should change the idea, and grasp the "full participation" essence; build system, and let the "full participation" into practice; perfect law, and protect "full participation"; remodeling culture, and provide atmosphere for "full participation"...
