National defense education is one of the crucial factors of national defense building. Furthermore, national defense education at tertiary level is an important component of the system of national defense education. The reinforcement of national defense education in tertiary level has become an inevitable demand of the state security nowadays. National defense education in tertiary level efficiently improves the students’comprehensive quality, which meets both the needs of national defense construction and the self development of students.However, in the practice of tertiary national defense education, there are gaps between goal setting, course content, institutional construction and efficiency evaluation. This problem needs to be explored and caught attention by the departments of educational administration, administrators of tertiary colleges/universities, as well as the national defense educators.The contents of this study mainly includes four aspects:(1) decomposing the goal of national defense education in three dimensions, including recognition, emotion and technical ability;(2) investigating the situation of goal implementation;(3) National defense education in Colleges and universities to implement the goals of the results caused by offset main reason analysis; and (4) carrying out correction research in tertiary national defense education.The theoretical and practical significance of this study is reflected in the following two aspects:(1) By decomposing the goal of national defense, this study emphasizes the operability of the goals, elaborates the state’s macro target of national defense education, which provides a guidance for the practice of national defense education in the tertiary level;(2) Via correction research, this study proposes strategies for improving the effectiveness of tertiary national defense education, including institutional construction, reform of teaching content and teaching methods, building of teaching body, base construction and educational evaluation.
