As we all know, teaching, scientific research and social services are three major functions of universities. In21st century, competition between countries is mainly reflected in the areas of education, science and technology. As an important carrier of education and technology, universities have become an important force to enhance national innovative capacity and socio-economic development. At present, people generally believe that the bureaucratic tendency in China’s universities has a serious impact on the research performance. In this paper, we take teachers as the unit of analysis, use the empirical research methods, and investigate the composition of bureaucracy in universities and its impact on research performance. By though the qualitative and quantitative research, this article aims to reveal the connotation and extension of bureaucracy and its impact on research performance.In this paper, the author first carefully studies Chinese and foreign literatures, then learns from others for the measurement methods of bureaucracy. After this, combined with actual situation of China’s universities, the author designs out the bureaucratic questionnaire. On these basis, taking four universities in Shaanxi province for research object, the author carries out empirical research on the universities’bureaucracy and its impact on research performance. The results show that:(1) The bureaucracy in the research activities of university can be summarized as four aspects, including management link, material preparation, project audit, and funds management.(2) There exists negative correlation between the four aspects and research performance.(3) Among the four aspects, the management link plays the most important role for the research performance in universities. The above results have a certain revelation for enhancing understanding the bureaucracy in the research activities and optimizing the research management in universities.
