The Government has explicitly put forward higher education admission strategy and College Entrance Exam Socialization program in The National long-term education reform and development plan for (20102020) published in2010.The College Entrance Exam Socialization means government take macro management, intermediary organ host the exam, college recruit fresh students independently and the candidates enjoy autonomy option for exams and colleges. Obviously, the study design to changing the over-centralization situation and adjust to the civil society requirement in exam management. This thesis aim to explaining the theoretical basis of exam socialization and seeking its practical solution.The paper focus on three questions as follows:what is the College Entrance Exam Socialization (CEES), why need to be socialization and how to realize socialization. After introduction, the study defined CEES through analyzing the dynamic mechanism and the goal of socialization reform in the first part. The paper also expounded the theoretical basis. The civil society theory defines the relationship among country, society and individuals; the check and balance of power theory use social forces to curb excessive administrative intervention; the governance theory contends "de-administration" to realize collaborative governance. In the second part analyzes the characteristics of the existing college admission governance, pointing out that excessive administrative restrain the competition and autonomy, and lead to procedural injustice. The author tries to analyze why we need the socialization reform on account of the defects of the existing system. In the third part, based on the operational experience of socialized college entrance exam in Japan and the United State, the author put forward the plan of social reform according to the level of civil social development in China. The reform contains that government execute supervision and administration through the authentication right, the intermediary organization provides professional exam service, the college implement enrollment independently and the candidates take the exam self-determined and break the link with high school they were in. In order to enhance the feasibility of the socialization plan the author had made some empirical surveys which involve91questionnaires for the principals of high school and interviews with seven experts or scholars in the educational administration circle.Introduced the civil society forces and market mechanism, the socialized system will create a collaborative governance situation which would reverse the entire educational structure. The basic value is to meet the need of the individual development and social progress. This author hopes to make a bit contribution to the college entrance exam reform.
