The accidentsalso add more stress to the PE teachers in their teaching process.More and more study have been made on the safety issues in schoolPE education. some foreign researchers introduce the theory ofrisk management into the science of PE and lead to the appearanceof the theory of sports risk management. As school PE is aindispensable part of the science of PE. Correspondingly, thesports risk management in school is the focus for all the studieson sports safety issues. The schoolsports risk management is toapply the principles and measures in risk management to identifythe factors in sports which are risky to sports security, then makerisk assessments on the identified risk factors and raisecorresponding countermeasures to the risk factors. Meanwhile, theassessments on risk identification,risk assessment and thecountermeasures should be made, and the feedback about theassessment result should also be provided. It’s widely acceptedby the worldwide scholars that the efficient risk management caneffectively prevent and decrease the risk accidents.According to the regional characteristics of Heilongjiangprovince and the characteristics of school PE, the dissertationsynthesizes and analyzes the safety conditions in school PE inHeilongjiang province on the basis of systematic survey on schoolstudents, parents, PE teachers and school PE managements. With thepreceding syntheses and analyses, it continues to identify therisk factors in winter sports that involves school students in theprovince. The dissertation also distinguishes the highly-participated winter sports events for the teenagers of theprovince and conducts risk assessments on those events with thedistinguished risk factors so as to identify the major risk factors.As a result, the corresponding countermeasures are provided withthe consideration of the actual safetysituation and the resultsof the risk assessments. The study is to promote more attentionon the teenager’s safety issues in winter sports so as toaccelerate the establishment of sports safety system for youngstudents. We also hope to find out the safety problems that schoolstudents would encounter in school winter sports and thecorresponding assessment measures. These results can providetheoretical and practical reference for schools of all sorts andPE Teachers on how to guarantee the safety in school winter sports.
