With the popularization of higher education in China, the structure and efficiencyproblem of higher education has attracted increasing attention As a subsystem, therationality of hierarchy structure of higher education is getting more and moreattention. This study suggests that whether higher-level structure is reasonable at alllevels is directly related to the cultivation of various talents of colleges and thedemand for talents at all levels of society; The construction of the hierarchy of highereducation is influenced not only by external factors such as economy, politics, cultureand science and technology, etc, but also constrained by the structure of highereducation itself; The rationality of higher education level structure depends on theneeds of economic and social development,depends on a certain convergence ofinterior; In the early stage of popularization, the size of higher education at all levelsexpands rapidly, the rate of growth is slowing down, the proportion of stablestructure is basicly stable and reflects a stable trend. The state of hierarchy of highereducation is formed under the influence of government policy, economic growth,traditional cultural values and enrollment controlling of the planning system.Basedon the analysis of reasonableness of hierarchical structure,the conclusion is: China’shierarchical structure of higher education basicly adapts to the needs of thedevelopment of economy and society, the eligibility is stronger; Internal articulatedweakly. In order to make our hierarchical structure of higher education towards thedirection of rationalization of development, certain measures must be taken. First,introducing market mechanism, market-oriented, scientific prediction, dynamicadjustment of the ratio of the hierarchy; Second, reasonable advancing thedevelopment of the scale of higher education all levels, Third is to strengthen internalcommunication and convergence of hierarchical structure of higher education.
