From the development of today’s world, science and technology and educationhave become the main driving force of social development and the important role ofeducation is mainly in the higher education level. Universities, as organizations toshoulder the important task of higher education, have an important position and role.Through the careful analysis of the world-class universities in the present era, it is notdifficult to find that these world-class universities play a key role in promoting thedevelopment of the global economy, science and technology, and their own nation.Accordingly, many countries around the world learn from the United States and othercountries as reference one after another which have world-class advanced leveluniversities, make efforts to create and construct their own national universities, andstrive to push them into the ranks of world-class universities. China’s university-levelstatus and problems make our country’s reform and construction in the university areato become an urgent need. China’s universities, in the Government’s initiative, set offthe boom of construction and reform of high-level universities and world-classuniversities, some universities have implemented the practice of reform. But how toreform in order to ensure the goal’s realization of constructing high-quality universitiesand world-class universities, our government and universities scholars are veryconcerned about the problem. Under the guidance of the government, China’suniversities implement series of reforms with their internal as starting points, although itplays a certain positive role, there is still great limitations, problems can not be resolvedradically. This article, on the basis of issues which have controversial in the reform andreform suffers block, the research on the government behavior is put forward. Over theyears, the situation of our government’s direct and unified management and interventionto the university has been in existence, this situation leads to that the development ofuniversities in China has always orders and subject to the government, and theuniversities, the mode of running in the formation of stereotyped, but can not get the fulland free development. Compared with the universities of free development of a highdegree in this world, China’s universities have far lost its international competitive advantage.Due to the impact of the international significant competitive pressure,China’s universities have to carry out series of reforms. In order to promote theuniversity’s getting in the full development, it’s the inevitable need to reform and adjustthe adverse factors that impede the development of the universities,including the related management system, means and methods. In this paper, thediscussion and analysis on the government behavior issues of the construction ofhigh-level universities or world-class universities are conducted and finally putforward corresponding countermeasures and suggestions.The first part consists of ChaptersⅠandⅡ,belonging to the general part. To do apre-introduction in research background, content, methods, related concepts, academictrends and theoretical basis related to the construction of high level universities andgovernment action lays the foundation for the later study.The second part, ask questions, analyze problems, and Chapter Ⅲ,Chapters ⅣandⅤ constitute. This part introduces China’s construction of high-level universities, thestatus of government action and cause analysis in building the high-level universities,and path and evaluation of the action of foreign governments creating world-classuniversities.The third part of the problem-solving consists of ChapterⅥ.According to thereasons derived from the second part, conclude the government action from the clearpower and responsibilities and the correct role.Finally, the conclusion of the above research, such an idea of asking questions,analyzing and solving problems, some suggestions are provided for government action.But whether the analysis of the problems is in place and solution is operable will be thedirection of future research work which needs to continue to work hard.
