Estimated system of the student is the measure of personal growth and development, is also the fundamental part of educational evaluation system, at the same time, is the core status of educational evaluation system. With the development of the reformation in our country’s educational system and the implement of 《National education reform and development of long-term planning programs (2010-2020)》, the educational development of reformation and the new methods of the talent cultivation mode put forward new requests to establishing the scientific concept of student’s evaluation. With the widespread use of measurement index of the student’s comprehensive quality, it becomes the most popular measurement in our country’s university (including the research university). Measurement index of the student’s comprehensive quality is the Construction of the Index System, including student’s learning achievement, and student’s thought, activity achievement, scientific and technological innovation, and social practice. When the student’s all kinds of behaviors during his/her college days to be considered are discussed systematically, we can get the result of student for an overall measurement. According to this result, we can exactly know the development of the student in the university. And this result can make sure the student’s development with a general good trend.Scientific estimated system of the student depends on the evaluation theory, value theory, cognitive theory, metrological analysis theory, comparison and classification theory, information management theory,systematic and scientific theory,and management decision-making theory. Scientific estimated system of the student also relies on the Taylor mode, CIPP mode, objective and intracellular free mode.After the following four stages:the conceptual stage, the preparation stage, start-up phase and the initial construction phase, the development and construction of the Chinese research universities have great exchanges in three facts:the quality of education, the environments for running schools and the students resources. Social development requires the Chinese research universities to build high-level faculty, to create a first-class disciplines, to build the platform of scientific and technological innovation, to promote the process of internationalization, to develop the construction of the advanced university culture. In additional, there are more requirements to the Chinese research universities:"To dissemination, production and application the innovative knowledge, in order to output a high level of scientific research and training high-level talents on the evaluation of Chinese research student in the universities".Main problems of research undergraduate student evaluation system are lack of attention on evaluation of students’ cognitive, emotional evaluation skills to evaluate the lack of attention, and the slow pace of innovation; more single evaluation mode, each of the colleges and universities, student evaluation, but the lack of localization characteristics, and most colleges and universities and more comprehensive quality assessment-based evaluation methods; student evaluation only lasts during in school, and lack of long-term track evaluation system; teachers are lack of the guidance and training of student evaluation methods, the lack of theoretical circles specialized research on student evaluation methods. Students’comprehensive quality evaluation of functional orientation bias widely used in research the University of Evaluation one-sided and the lack of specific scientific evaluation methods.In contrast, more methods are widely used by U.S. colleges and universities, such as portfolio assessment, classroom assessment, evaluation of specific skills, value-added method, graduates tracking survey, student evaluation methods, as well as the evaluation of British college students in the flexibility of the evaluation criteria, evaluation of the main independent, to evaluate the content and user-friendly features. All of these give a revelation to improve the Chinese university student evaluation system:the introduction of a qualitative evaluation of students, the purpose of clear evaluation of students, focus on the process of evaluation results, emphasizing the evaluation in the context students, focusing on develop the cooperative relationship between teachers and students.Analysis of the theoretical basis of modern evaluation model, as well as domestic and foreign student evaluation system status and problems, follow the student evaluation system of research universities in China with the development principles, the principle of comprehensive development, and clarity of the principles, processes, principles of proposed development trend of the research universities in China:the establishment of a wide range of student evaluation system in the theory in practice throughout the cognitive evaluation, attention to students’ emotional and moral evaluation, emphasis on student skills evaluation, student evaluation to establish the "developmental" organizational structure, College Graduates tracking feedback evaluation system.Based on the perspective of students’ comprehensive quality evaluation index, the research students at the University of comprehensive quality assessment approach should be followed in the improvement process quality assessment approach designed to promote the overall development of students, the basis of the evaluation of the work platform is built to improve the quality of personnel training, to ensure innovative element of the evaluation of content and evaluation methods such as open concept, will build a wide range of evaluation index system, the results of the evaluation and process evaluation of the combination, build graduates tracking feedback system as the general direction for improvement and the Shandong University, China Research the specific practices of the university as an example to put forward specific recommendations for improvement. First, improve the system of indicators, including moral education, intellectual aspects of sports; Second, improve the evaluation of accounting; Third, to improve the weight ratio between the various indicators; Fourth, to increase the autonomy of the evaluation of two College; Fifth, to strengthen graduation Health information tracking; Sixth, overall quality of students evaluation file.
