| After the Second World War, Shanghai was caught by starving, andthe relief to refugee children was in a grim condition, under this context,a variety of institutions which were responsible for the relief of therefugee children emerged in large numbers. As to the education of therefugee children after the war, a major feature of this is the goodcombination of the official institutions and the social organizations.During a certain period, official institutions and social organizationscoordinated and complemented with each other, the former has givena great deal of funding and supports to the latter. As to another majorfeature of the nurturing of the refugee children in Shanghai, we couldsay, not only on the material level these children received food,clothing, shelters, but also on the spiritual level got education, learning,training. These two features make the nurturing work of the refugeechildren of Shanghai fruitful. Overall, this work got some successes, butalso was confronted with some problems and difficulties.Shanghai Nurturing Organization of Refugee Children (SNORC)was built by Shanghai Municipal Bureau of Social Affairs, it was aintegration of Shanghai Refugees’ Shelter and Shanghai Nursery.SNORC had some characteristics in organizations, financing and socialinteraction, and its work should be told as follows: to raise to make themhealthy, to influence to make them kind, to educate to make them wise,to teach to make skilled in art, and let have “New Lifeâ€, and so on. Inaddition to the governmental institutions, religious and communalorganizations also did work as such. Research on post-war nurturing ofthe refugee children of Shanghai is the mirror for our understanding ofthe basic situation of post-war Shanghai society, it can enable us tounderstand the post-war living conditions of the lower classes ofShanghai better, to understand under the Kuomintang rule the relief conditions of the vulnerable groups and disadvantaged groups, theoperation of the post-war social charity and social security in Shanghai,the participation of various social levels in this work, as well as thesuccessful experiences of the refugee children rearing and its problemsand difficulties.To know the past is in order to live better today. As regards thepost-war refugee children’s rearing, its successful experiences washelpful for us to solve the problems concerning the nurturing of theorphans, street children, problem children. And, though some problemsand dilemmas existed, as to those problems mentioned above, toexplore how they came into being do good to our society. |
