Dongchuan District Human Resource Development Rocess Of Restructuring And Development Studies

Talent is the most critical factor whether or not the development of a region. In recent years, with the further advance reform and opening up, some resource-exhausted cities through talent resources development to promote the restructuring and development, has done an active exploration and efforts and achieved some success, there have been a representative in transition mode. However, due to resource-exhausted cities economic strength is weak, weak ability to gather talent. Meanwhile, the surrounding developed areas and cities, with a more favorable environment for the development of resource-exhausted cities have a strong appeal to human, resulting in resource depletion region is more serious brain drain. This will become a constraint is hard to find a breakthrough in the tackle, concentrate on construction, and development of resource-exhausted cities’"bottleneck".Therefore, accelerating the restructuring and development of the new situation, we need more rational thinking and analysis of resource-exhausted cities of talent development and talent strategy.This paper briefly introduces relevant concepts such as restructuring of resource-exhausted cities. Talent, human resources development, and objectively analyzes human resource development situation of resource-exhausted cities in China. It uses turning point occurred during Dongchuan district’s human resource development in the restructuring and development as background, and fully recognizes new opportunities and challenges faced by Dong chuan district’s economic and social development situations, human resource development current situations,existing problems and forming causes in. On the basis of using domestic and foreign human resource development experience for reference, the paper fully recognizes forecast planning and countermeasure of Dongchuan district’s human resource development so as to further exploit potentiality of Dongchuan district’s human resource development,develops the space of human resource development, to quicken the step of human resource development, to provide talent guarantee and intelligent support for economic and social transformation, and to provide some experiences and references on human resource development of other resource-exhausted cities.
