The Research On China Contemporary Floating Population In The Harmonious Society

The16th CPC National Congress toke "more harmonious society" asan important content of building a Well-off Society. Hu Jintao advancedthat building the Harmonious Society in Chinese Communist Party’sSixteenth Central Committee Fourth Plenary Session. He pointed out that:" To adhere to the most fully mobilize all positive factors, continuouslyimprove the ability to construct a socialist harmonious society......Maintain social stability." The17th CPC National Congress pointed outthat social harmony is the essential attribute and major tasks of socialismwith Chinese characteristics. According to the sixth census in2010showed that Chinese contemporary floating population has reached220million. At present, there are problems exist in Chinese contemporarypopulation which are likely to affect the construction of the socialistharmonious society.The phenomenon of the floating population is complex which refersto economy，politics，culture，law and other social problems. How to dealwith the problems caused by floating population is China’s important taskand topic of the times. With the rapid development of the economy andsociety, reform and opening up is deepening, the process of Urbanizationand industrialization is accelerating, regional population movementsbecame more frequent and larger. The central government and local government attaches great importance to the floating population. But theproblems of restricting the Harmonious Society still exist because of theChinese large area and economical imbalance. Contemporary Chinesefloating population problems are mainly due to solidified people’s thoughtidea, the floating population itself, imperfect management system, indefect of fair and justice. From the angle of harmonious society, based onChina’s basic national conditions, the paper tries to take the chance ofgovernments change to service government, analyse how to innovativemanagement system, in order to solve problems of raveling out floatingpopulation’s work, life and children’s education and preventing crime.China should establish a complete and effective management systemwhich has important significance to constructing harmonious society andimplementing the people-oriented thought of " scientific development".Finally, from the height of constructs the socialism harmonioussociety, the the author tries to analyse the effects on Chinese socialharmony caused by floating population. From the angle of the uniteddialectical materialism, historical materialism and social practice, theauthor analyse reasons of contemporary Chinese floating populationimpact on social harmony and development. In order to offer feasible andobjective suggestion to solve the social problems caused by the flow ofpopulation and put forward development of harmonious society.
