In recent years, more and more people begin to pay attention to regional difference.However, as the most important factor of various kinds of discrepancies, the regionaldifference of higher education developing level is naturally valued by people. Mostresearches are quantitative and qualitative research to describe the status and degree of theregional difference of higher education developing level. From most research results, wecan draw a conclusion that the regional difference of higher education developing level hasbeen exactly existed, and the degree of the discrepancy is obvious.The paper pays particular emphasis on forecasting research of the regional differenceof higher education developing level. The R/S analysis method, coming from the FractalTheory, is applied to the educational field for the first time, and the Gray Forecast is usedtoo. It has a comparative analysis of the two results from the two different methods. Themain conclusion is following:1. From the coefficient of variation of “the number of college students per tenthousand people” from1990to2009, the regional difference of higher educationdeveloping level has been existed.2. In the future of a period time, the coefficient of variation is on a declining curve asa whole. That means the regional difference of higher education developing level is goingto shrink by all kinds of factors in the future.3. The declining speed of the coefficient of variation becomes weak gradually, whichmeans the regional difference of higher education developing level is going to be existed inthe future, and the break points are turned up, which means the regional difference ofhigher education developing level is narrowing on the whole. But it turns to ascendsometimes, which shows it need longer time to eliminate the regional difference of highereducation developing level completely.On the base of conclusion analysis, the paper probes into the approaches of promotingthe coordinated growth of the regional higher education, which provides some references to the government’s education policy.
