All aspects of people’s life have been influenced by social informational ization with the scientific and technological development. Education, as basis of national improvement, attracts attention from countries all over the world to conduct Educational Informationalization Strategy. Educational resources construction is the core of education informationalization process, instructional information resources is the main part of educational resources, and information organization if the most fundamental step in information management and information resources construction. Thus, efficient instructional information resources organization plays a key role in educational resources construction and education informationalization progress.Currently, there are numerous problems in digital instructional information resources organization in network environment, such as the information navigation could not present the connections among subjects or concepts, users are not able to find the needed information even spot the subject, the information resources is organized in a way that is divorced from reality. Topic Maps, as one of the methods to realize the next generation world wide web--Semantic Web, has inherited the merits of traditional information organization methods and absorbed the thought of Ontology. Topic Maps is an excellent method in information resources organization and knowledge presentation. The subject domain in which the subjects and their connections exist and resources domain are separated in Topic Maps, which attributes to Topic Maps’ adaptability to digital and network environment, as well as the instructional information need. Therefore,Topic Maps could solve the problems above.The concept of instructional information resources is firstly defined in this dissertation, current instructional information organization technologies and methods are analysed and the problems are proposed as follow. The CELTS is systematically introduced because the instructional information organization has to obey the unified rules for the co-construction and sharing of the instructional resources. The theories, concepts of Topic Maps are introduced with its comparison with other information organization related methods. The technology that supports the Topic Maps development and realization, along with the implementation tools developed by all sorts of corporations are illustrated as well. Based on the original Topic Maps Concept Model, the Multi-domain Instructional Information Topic Maps Concept Model is proposed, which is applicable to education and instruction field. The Topic Maps based Instructional Information Resources Organization Model is suggested and detailed construction methods and steps are illuminated. At last, the OKS-a Topic Maps tool kit designed and released by Norwegian Ontopia corporation is adopted to organize the middle school English language instructional information resources in web environment. This is carried out as an case study to illustrate the feasibility and superiority of Topic Maps in instructional information resources organization. The main procedures of this case study include the demand analysis, information resources collection, domain ontologies construction, visualization of the Topic Map and so on.
