How to reform the system for operating our current public schools, and establish a modern middle school system, and realize the educational fairness, and so on, those all need a long-term and in-depth research.The theory of new institutionalism, institution change theory and system theory are the theoretical bases for this research. Through widely reading of related literature, and the related research activities, the researcher carried on deeper research in converted school (Beijing), which is one style of public middle school reform in the system for operating schools.Through this research, the researcher calculated that the public middle schools of Beijing in the course of being converted, got the autonomy of schools, and this experiment promoted the construction of some weak schools, to a certain extent, meet the demand of high quality schools, carried out the beneficial exploration of public middle school reform in the system for operating schools. At the same time, there are also some problems:the influence to the equilibrium and fairness of education development, and causing teams of teachers unstable, etc.Finally, the author put forward the disadvantages and the future research direction.
