Since the reform and opening, the problems of rural migrant workers in the governmentand academic circle have been a hot issue. They had made great contribution to urbanizationconstruction and rapid economic development. Now the old peasant workers gradually exitthe stage of history, the new generation migrant workers in250million about60%of ruralmigrant workers, become main force of migrant workers camps. They have the strong appealof melt into the city, and the group characteristics for the realization of the urbanization alsoprovide the conditions. The new generation migrant workers of the future trend is citizenship.However, as our country’s long-term and strict household registration system and in form ofthe dual economic structure, leads to lots of a large quantity of new generation of migrantworkers free between the rural and urban now, causes a variety of social issues. It’s afundamental way for the new generation migrant workers to realize citizenship.In Tianjin NanKai district for example, taking163new generation migrant workers asthe sample, first by questionnaire, knows the social cost that they needs, summarizes theresults of the survey and classificates the social costs, and then uses the way of no structureinterviews to research influence that social costs for the new generation migrant workers, andbased on the empirical, finds the corresponding solution ways, for future study ofurbanization of new generation migrant workers problem will contribute poor power.This paper roughly divided into four chapters and the epilogue part: introduction is thefirst chapter, this paper introduces the research background, and summarizes the presentsituation of the study on the urbanization. This chapter is the use of literature research in thesecondary analysis, that other researchers at home and abroad and the information collectedby the previous location after the new analysis, and points out that this research method, thethinking and innovation points and limitations.The empirical analysis of new generation migrant workers is the second chapter. Firstdefine the connotation of urbanization and new generation migrant workers, confirm the newgeneration migrant workers that this paper investigated, according to the survey, analyse thepresent situation of the urbanization, wish, and reason.Social cost theory and analysis that the citizenization of new generation farmer workersare the third chapter. Based on the concept of social cost from the perspective of citizenizationcost, the social cost subdivided into two categories: public development costs and privatedevelopment costs, and according to the principle of cost and benefit, the way of thecitizenization of new generation farmer workers is feasible and correct.The multi-agents share of the new generation migrant workers is the fourth chapter.According to the social costs, proposes the solution countermeasure.Namely, to establish bythe government, enterprises, social welfare organizations, themselves through multi-agentsshare, the government expenditure primarily, enterprises perform social responsibility subsidiary, social moral aid from social welfare organizations and efforts form themselves.Finally, through the summarization and analysis for the full text in the epilogue part,points out urgency that the new generation migrant workers of social cost, but the subject isthe multi-agents share, the process is evolutionary, can not happen overnight.
