With autonomy as the inborn social nature, the British universities have always been the initiative and independent social organizations where the scholars can communicate, research and teach. Compared with other nations, the British universities are neither the individual institutes independent of the government, nor the institutes owned or controlled by the state. The framework and decision programme of the universities are based on the scholars’administration and democratic management. Therefore, it is easy to see the importance of the British university statutes.Laws are the compulsory rules. As the effective campus laws, the British university statutes performs the most important function of ensuring the autonomous rights in the universities’developing history. Since the first day, the statutes have been given the acknowledged legal effectiveness. The top leading administrators of universities have rights to make and modify the chapters. The statutes clearly state the division of rights and obligations to the subjects of right in the universities, ensure the universities’status as the centre of academic study and scientific researches, and strictly regulate the modification of the statutes and the handling of various special issues in the universities. By analyzing the role of the university statutes in the British university autonomy, and taking into consideration the actual situation of our nation, this paper tries to identify the positive factors so as to help the construction of the current Chinese university statutes.This paper is divided into six parts. The first part is introduction, which generally introduces the research background, importance, states the research situations at present, defines the related conceptions, and talks about the relationship between management and statutes of the university. The second part will be gathered from the literature, in which the English charter of the University in various stages of historical evolution and the reasons for causing changes in charter of the University are analyzed. Based on the text analysis, the third part analyzes the external factors leading to the change of the statutes, and the according internal changes of the inside management framework. The fourth part focuses on the description of the effectiveness of the Articles of Association of British universities, as well as the effectiveness of security in the charter implementation. On the basis of earlier revelation, the fifth part put forward the need to understand the formulation of the charter of the University of values, and to improve the level of awareness of the charter of the University; key issues of formulating the charter of the University and clear the legal status of the charter; as well as some of the practical problems involved in the charter of the University. Part VI is the conclusion, talking about the innovation and weak points of this paper, and how to further improve this paper.
