It is important to improve the overall education level and solving the basic issues that people care about by narrowing the gap between the education level of urban and rural areas in real earnest and ensuring the equality of education expecially the elimentary education.However,the dual structure in urban and rural economy, which is characterized by large-scale social production and small-scale social production respectively, has been existed for a long time.Thus a range of eductional resources haven’t been allocated fairly and reasonably,that is to say, too much educational resources focus on the urban areas while the supply of educatioal resources is far more than enough in rural areas.Therefore this paper aims at researching the differences between the education level of urban and rural areas.First of all,we select several indicators of education development level of 30 provinces and cities from 1998 to 2007,such as the teacher-student ratio,education appropriation per student and the average education years,and then combine them to establish a single indicator to measure the disparency between the education of urban and rural areas and evaluate the urban-rural disparity in education by the means of mathematical methods,namely coefficient of variation. After analysising the results,we can conclude that the absolute difference between the urban and rural areas trends to decline at first and then increase slowly, while the relative difference shows a declining trendency. These tendencies reveal that the urban-rural disparity in education is declining and the unequity of education has been improved,but the gap of education between urban and rural areas is an substancial existent. Secondly,on the basis of establishing an index system of educational performance of urban and rural areas,we use data envelopment analysis method (DEA) to analysis the total and pure technical efficiency of urban and rural areas in detail,as well as scale efficiency and the returns to scale.Then make static and dynamic comparative analysis of these three efficiencies.Based on that we conclude that the education effeciencies are relatively high in both urban and rural areas and the education policies which are made by government yeild positive results,while each provinces and cities has its own insufficiency in different fields.Thirdly,this paper tests the relationship of the urban efficiency and the composite index, the rural efficiency and the composite index by using cointegration regression method and obtain the degree of association of the political and diplomatic factors. So it is incomplete to determine a specific foreign exchange reserve composition just by the use of Copula-VaR method, we should do some deeper research with a comprehensive consideration of the other factors.
