As one of the most important major policies in basic education, the Policy of Junior High School Graduation and Senior High School Entrance plays an essential role in linkage between junior and senior high school. With the advancement of Basic Education Curriculum Reform, the JHSGSHSE reform has been gradually carried on all over China. As a regional policy research, this thesis takes Ningbo JHSGSHSE during recent years as its research object. Based on interview and questionnaire, this thesis analyses the characteristics of Ningbo policy content, tries to find certain problems with reasons to be explained, and at last raises some improving suggestions.At the very beginning, it is about the background and the meaning of this thesis, including the summary of JHSGSHSE researches at home and abroad.Secondly, this thesis analyses the value of JHSGSHSE policy content, which is according with basic education’s pursuit. The three value orientation in today’s JHSGSHSE policy are student oriented, emphasizing scientificalness, and reflecting fairness.Thirdly it makes a review of Ningbo JHSGSHSE policy content changes during recent years from three aspects, which are Junior High School Graduation Examination, Comprehensive Quality Evaluation, and Senior High School Entrance. Then it analyses Ningbo JHSGSHSE policy’s characteristics, showing three value criteria in general referred before, which are all-round development, scientificalness and fairness.Pointing out its distortion problems in content itself and when in practice, this thesis analyses the reasons. The problems are divided into two aspects in this chapter, respectively examination&evaluation, and enrollment policy, each being made to further discuss. The reasons for problems analysed are mainly policy content itself, policy stakeholders and environment.At last, regarding the problems mentioned before, this thesis puts forward some relative suggestions to improve this education policy, making it more comprehensive, more scientific and fairer.
