From discussing the international background of proposing the conception of "Responsibility to Protection", this thesis analyzes the connotation of this conception and argues about the political standpoint that we theoretically should hold for it by adopting international politics theory.Besides introduction there are three parts in this thesis. The first part mainly discusses the era background of producing the conception of "R2P". In this paper, the changing of international security situation is seen as the important background of proposing "R2P", among which there are three points about it. First, the situation of reduction of war among nations and rapid increase of domestic conflict is the international background. Second, the changing of international security content impels the formation of this conception directly. Finally, the actor of international security have changed gradually as well——from national security to individual security, in the condition of massive humanitarian intervention crisis created by domestic conflict, some states cannot use the principle of state sovereignty as the shield to abuse human right, and protecting citizens security is also one of responsibilities of states. The second aspect of background is the dilemma that UN trapped in when it implement humanitarian intervention. The third perspective of background is the legitimacy of humanitarian intervention which is being widely questioned; however, it would gain more legitimacy when using "R2P" instead of humanitarian intervention.The second part mainly explain the connotation of "R2P", it manifest in the following aspects:the extension of sovereignty content and the changing of idea of sovereignty; intensification of international society responsibility and strict restriction on the subject of "R2P" and the approach of implementing it.The third argues "R2P" and humanitarian intervention. According to the examination of humanitarian intervention in Libya under framework of "R2P", it argues that it still exists doubts about the military intervention in the name of "R2P", humanitarian intervention under conception of "R2P" have great impact on the basic principle of international law such as the principle of non-interference and non-use of force, therefore, international society should achieve basic consensus on the issues of respect on the principle of sovereignty and adapting non-forcible approach to intervene domestic conflicts..
