As a significant part of Rawls’ theory of justice, His theory of international justice has discussed a critical issue of distributive justice in international realm. However, studying this issue is not enough in China. Therefore, as a graduate student of majoring in International Relations, I will study this theory to clarify the theoretical development of its theoretical value and practical significance, and try to penetrate into the existing differences and difficulties of the theory.This article will introduce scholars’criticism of Rawls’theory of international justice. In one hand, the theory has neglected the economic gap between different societies, and it also lacks of concern about the global economic inequalities. In the other hand, conclusions from Rawls1theory of international justice differ materially from the conclusions of domestic theory of justice. And then, the article discusses the foundation of his international theory of justice, which contains the background of the theory, theoretical origins and international justice based on distributive justice. After the discussion, the directions of research are mainly about the transition of this theory and the core differences between Rawls and cosmopolitan within the scope of the different degrees of concern about the minimum beneficiaries. In the end, the article re-examines the domestic factors in Rawls’international theory of justice and analyzes its dilemma.There are many inconsistencies between Rawls’theory of international justice and his domestic theory of justice, and criticism from cosmopolitan is also very severe, but Rawls1theory of international justice is a necessary part in Rawls’system of justice theory and it is the result of development of Rawls’former research. In the later years, he Paid much more attention to the politics of realistic world and he wanted to make his "realistic Utopia" come true.
