Research On The Dynamic Balance Of Civil Rights And Maintenance Of Government Stability

Since1949, especially since the implementation of reform and opening up policy, China’s modernization has won significant achievements. Among them, the achievement in the development of democracy is quite remarkable, for example, the rights consciousness of citizens has been greatly strengthened, and the ability of political participation also has been obviously promoted. However, the contradiction of our country is standing out in the same period, which is drawing the attentions of the party and the people. Therefore, domestic scholars have been conducting extensive research. Holding the pulse of the times, the author analyzes the current most major problem between rights and power from the perspective of the interest, and puts forward a good way to resolve this contradiction which is how to realize dynamic balance of rights and the maintenance of stability.The article appeals that "civil rights" and "government stability" is the unity of opposites. Although there was a contradiction between the citizen rights and the maintenance of stability, they still could be coordinated, in other words, achieve the final dynamic equilibrium.How to realize the dynamic equilibrium? this paper argues that there are two paths, one is the path of the legitimacy, countries should continue to consolidate its legitimacy; thereby meeting the reasonable interests of people through legitimate source of state legitimacy, and found political identity between the state and the citizen; The second one is the path of the dimensional stability, the government should apply the corresponding political control mode according to the actual situation while carry out the elastic control in the relatively stable period. The government should also change the traditional administrative idea, abandoning the old thought, to realize the diversification of governance.
